The police have always been policy and law enforcers for whoever is in charge. When they are under a derp regime, they enforce the policies of the derp state. So to answer your question, they changed to derp enforcers when derps got in charge.

Where do you get the idea that the police work for America? They work for, and are subject to, their particular jurisdiction.

Example, stand down orders during riots in derp controlled zones throughout the country. You must be aware of that. The police are not an independent force, making their own policy decisions. Maybe you just don't know how this works.

Sheriff's Departments have more independence, due to being supervised by an elected Sheriff, but Sheriff's answer to County Boards of Supervisors who control the purse strings, at least where I come from.
