Supposedly the CIA did not want to cause a general scare, so censored this book

Was this in the CIA's charter? Who was the President at the time (Truman, Eisenhower, or Nixon)? It's hard for me to believe that any of them would have condoned such a power grab.

Probably Kennedy was President but that is immaterial. The CIA is a government within a government, like the FBI. They don't have to disclose everything to the executive branch. In theory, intelligence agencies are supposed to protect us from a rouge executive branch.
