Assuming it's South Korea she's talking about, they immediately instituted border controls and enforced quarantines on foreign travelers from affect countries (this was back in March). Might wanna remind her that President Trump wanted to do that but was called a racist for it, though I suspect that'll do no good.

South Korea does not have states have implement the controls, there is just the one government body. In the USA, the individual state governors had the control and that is why states like New York, New Jersey, Connecticut and Pennsylvania have the highest death rates in the USA, these states are controlled by Democrats.
