Allowed? People who have lost their licenses, either because of not having insurance or having too many tickets or too many DWIs, drive all the time. I see them both as a judge and as a prosecutor (different jurisdictions). Some just “have to get to work to support my family”, some just flip off the system and in effect say, “Waddya gonna do, Judge?” It’s the most frustrating thing a municipal court judge or prosecutor deals with - the frequent flyer scofflaw.
