Some news outlets are saying he didn't know, and the Director of the Washington State Department of Ag says he probably didn't know. You and others know, you've seen the signs for years.
But the Washington State Farm Bureau released this statement, according to the Capitol Press Online:
"After serving for nearly eight years as governor, it is disappointing he hasn't learned more about the laws created to protect the state's second-largest industry,"
They're referring to the crate of apples picked from Gov. Inslee's back yard, that were given to the Mayor of fire-ravaged Malden, WA last Thursday. During a whirlwind visit that lasted 5 minutes in the actual town, Inslee spoke briefly to citizens and officials, presented the apples to the Mayor, then zipped off in a car up the road to do TV interviews and photo ops for the media.
The honeycrisp apples were laden with apple maggots, or coddling moths. One of the citizens cut open an apple after the Governor left, and found they had maggot damage. Washington State Law prohibits transporting apples and certain fruits from the West side to the East, because of the maggot problem.

It's disappointing to me that anyone would think that any Democrat gives a fat rat's behind about industry of any kind. If they expected this of Gov. Apple Maggot they are dumber than he is.
Dimslee is the poster child for a mediocre man who believes he’s really, really smart. He’s not.
I feel your pain, residents of New York, Michigan, Pennsylvania, etc, but my Governor, Jay (They’re climate fires, dammit!) Inslee is the biggest gubernatorial embarrassment in the country.

So why is this is a surprise? Some of Inslee’s best friends are maggots and worms.
Does it kill the tree or require cutting it down? Is every apple infested or just some on the tree? How often is spraying required to “control” the infestation? Asking as a gardener who went through similar problem in my zone.

I’ll be interested in seeing if the Seattle media picks this story up, highly doubtful.
It is not unusual for every apple on the tree to have signs of the larva in them. They are still edible if you can stomache eating fly larva but they go bad in a very short time.
They are very difficult to get under control because the pupae live in the soil over the winter. The trees have to be sprayed repeatedly and if you live in an infested area you are still likely to have a problem the following year. People put up traps to try and lure the flies away from the fruit and to trap them. The traps are important largely to keep a handle on when the flies are coming out of the ground and laying eggs on the apples.
It is very important to not let infected fruit sit on the ground because the larva quickly exit the fruit and get into the soil.
It is a very difficult problem to control and a constant battle if you live in an infested area.
