If I was a target of surveillance & was talking to you, they could also surveile everyone you were talking to & everyone they were talking to
the universe of americans being spied on grows really fast.
Hops are what happens when you surveil somebody and then Hop to another associated target. For example, Carter Page - Hop to #2, Hop to #3, Hop to Trump. Its how you get to the real target (Trump).
Q is saying there was zero probable cause to HOP to anybody with regards to the Trump surveillance.
