Doubt if he has the power to force this issue....upon anyone.

No, but he has ways to sweeten an offer. Remember when ESPN and the rest of the media swooned over the "first openly gay" player? He kept falling in the draft until Dallas claimed him in the next-to-last round, avoiding countless columns and commentaries claiming the league "hates gays".

I'm sure Jerry Jones called Goodell and asked "how much is it worth to you to take this PR headache off your hands?" The commish probably gave them an extra supplemental draft pick or forgave a suspension or something else was bartered.

It's the same thing with Kaepernick. In fact, I'm surprised it hasn't happened yet, although it may have (he had tryouts) and he supposedly wanted too much money to sign. I think Kaepernick doesn't want to play because he makes more money from Nike just being a martyr for his race.

Actually it was the St Louis Rams, and wouldn't you know, a year later, the league allowed them to move back to LA.

I thought part of the Kaepernick issue remaining (from the last 18 months) was that he had to be assigned as a starter?

What he should have done at the end of high school, was proceed to the baseball scholarship and made his way into pro baseball.
