We're well into the Age of the Great Abandonment. There are entire segments of the population who were tolerated, coddled, and even pandered to. This was often due only to geographic proximity, such as having to live in the same city.
For years now, and increasingly so, the people who would have insisted (and even helped) these segments grow up, get an education, dress appropriately, speak and behave properly, stop crapping in the drinking water, etc. have washed their hands and said "I've given up trying to tell you what you need to do for your and our sake. Do whatever you want, I won't be anywhere near you to suffer the consequences."
At one time civilized people sailed across entire oceans with language, mathematics, technology, etc. into harbors with half-dressed, illiterate savages on the shoreline. The "ships" are sailing back out of the harbors, abandoning these people to their own devices. Call it a "Digital Divide" but it's far more than that; it's a social, intellectual, and moral divide that more adults are abandoning the futile attempts to reach down and pick these Dunning-Kruger[ants] up.

I’ve seen many black women act like this. I’m assuming it is partly because they were raised in households with no male in charge. So no one every told them to sit down and shut up who could whip her ass if she refused to obey. She probably thinks it is normal to scream, rant and rave whenever crossed because she’s gotten her way in life doing it.
