I have always interpreted that as the Generals (white hats) keeping an eye on LG and warning LG not to try any funny business.
But now I’m considering another possibility. Are they white hats? Or are they black hats who were warning LG to stay in line on the DS side?
Do you suppose the townhall on with Cooper will clarify that?

White hat theory: They are decoys. They will expose Cooper/MSM. What I have thought all along is that they are going to be running the tribunals at Gitmo.
That is still my top theory. But who knows?
