Your first assumption is wrong-—NOT every voter has a computer. Where I live, that are properties within 4 miles of me who are OFF THE GRID—no computer——

Can you still mail it certified return receipt? Also, what’s the deal with not putting a postmark on mail in ballots. There’s no proof it was mailed past a deadline.

You can. The problem with provisional ballots the day of the election is it prolongs the election because every single ballot has to be checked to make sure it’s not a second vote. This takes a very very long time.
