Dutchsinse has always been solid regarding his earthquake research.
He says that its hard to see and gives directions for going directly to the website to see it better.
I had to change a lot of stuff on my Mac to see what he was seeing. In the Accessibility settings, I not only upped the contrast, but I also switched to inverse video. With maximum brightness, I could see a thin turquoise line against a white background, stretching all the way from the California coast to someplace in Washington.
The oddity of the effect justified Dutchsinse's strong reaction.

If you look at the approximate origination point, its near Fort Hunter Liggett, CA.

I do not see a landing tower, they may have one.
I would consider other reasons before settling on a directed energy weapon; E.G. a problem like a radar whose syncro motor is no longer driving the radar antenna leaving the RF sweep transmitting in one orientation. (Do they have a tower and does it have an antenna?)
Lets wait and see. (Was Dutch ever in the military?)
