I hate to be the zoology police here, but what you saw was actually a wolf, not a dog (wolves and dogs are closely related). They are known for singing a high pitched “Ah-hooo”.
There used to be a pack living in London, but since the passing of the person who first reported on them, their location is currently unknown. They have suffered from habitat destruction caused by humans, and their two favorite spots to congregate are no longer there.
