To me the question should be does the court have the power to stop a recall effort.
I would say not the court does not have the jurisdiction to stop a recall effort.
A recall effort is a political act in which the courts have no authority to interfere

Discretionary authority is the most dangerous kind of authority. Elected officials should exercise such authority with fear of the reaction of the populace.
Discretionary authority should be exercised rarely and only when absolutely necessary.
Mayors are administrators. They are elected to manage a citys day to day business not blaze new paths of government, not to wage wars of conquest.
Mayors are elected to maintain a safe and peaceful environment for citizens to citizens to raise families and conduct business.
This mayor is a failure on those counts and deserving of recall.

It’s hard left vs ultra left down there right now. I’ve never seen anything like it. Loren Culp is running for Governor, and he’s a small town chief of police from Republic, WA.
He’s actually got a shot at winning in November. WA is not going to flip for Trump, but we may end up with an R (an actual conservative) in the Governor’s seat.
Inslee has piled up enemies. If he loses, he’s done forever in politics in WA.
Seattle is probably done. Amazon is in the process of leaving. I’m sure a bunch of other companies are talking about it.
I don’t think this crap has spilled into Chinatown or Ballard. Downtown, however, is toast all the way to Denny Way. That’s the line, I guess. Capital Hill is completely done. The small colleges there are too. Nobody is politically pure enough down there any more to make Sawant happy.

BLM was on a street corner at 8AM last Sunday in Everett (30 miles north). They are trying to export this stuff to the suburbs here, but I don’t think they have the money or muscle.
Also, the machine here in town was built on the drug trade. Very rich folks in Everett made their money controlling drug distribution and laundering it through real estate bought for cash.
I think this is why you aren’t seeing this stuff in Little Italy/Chinatown (Mulberry Street) in Manhattan right now. BLM knows where to crap and where not to crap.
There’s been marches up here, and they threatened to burn down the Everett Mall (and Walmart). Police were sent to protect them and nothing really happened.
There was a full-on gunfight (like in a movie) at Jackson Park a week ago. All semi-auto, but large magazines.
I remember watching Heat (Pacino). The scene where the bank robbers get caught outside the bank and have to fight their way out. Great scene, but there was always something in the back of my mind thinking (no way could this happen).
Not good when real life makes Hollywood look trite.
