Of course he’s lying. Both about the President’s use of the military and what he himself will do. I’m tempted to say he’s scum (his record of lying and ethical violations argues for this), but I have to concede there’s a pretty good chance he’s progressed in dementia to the point that he really doesn’t understand what his handlers are telling him to say.
