I read of a recent murder of a child in Canada where the killer was sentenced to some ridiculous short time, between two and eight years maybe. The killer and the child were both native; the tribe wanted the short sentence; he was drunk and no doubt abused as a child.

At some point if you want to end the cycle of abuse, you have to put the abusers away. Same with the missing native women - if you want to find their killers you will be locking up native men.
