I have a general problem with the fundamental inconsistency in our laws that establishes different age standards for things that ought to be consistent. Theres something ludicrous about soldiers who are too young to vote, smoke legally, or buy alcoholic beverages.
If some black motorist is abused by the police in your town, are you going to be OK with a brigade of Black Panthers showing up to exercise their rights?

In our town the Black Panthers wouldn't need to show up, and if they did they are welcome to exercise their rights, just like the rest of us. That's what "rights" means.
