You are talking about a 1.2 meter change in the position of the north pole.
The article is discussing a change in the tropics of Cancer and Capricorn. (The location of which which both change over time....)

During June solstice, the amount of solar radiation is greatest at the Tropic of Cancer causing the areas around the north of the tropic in the northern hemisphere to be exposed to more solar energy. The solar insolation in the area keeps it warm and creates summer.

I was commenting this at the top of the post: "Based on the current position of the sun at the point where it rises and sets behind the horizon, the current angle indicates the original 23.5 degree axis tilt has shifted the sun 1200 miles farther north"
I have NEVER been able to what is in those links, so I should never have made a comment. Have you been able to get into those links? (I have had not any trouble opening the other hundred or so links I probably open every day.)
A number of posters assumed that it was saying the axis was changing by a large amount.
