The picture with the color tulips was taken in early spring. Typically, tulips bloom for only two to three weeks. The picture on the right was taken in late summer. A fair comparison of before and after should be photos taken at the same time of year.
I assume the tulips are gone, replaced with actual rose bushes. In other words, they will be blooming no more. 8>)
