Jamaica had a native population before blacks were brought there. So it is not a guaranteed assumption that all dark-skinned people on Jamaica originated in Africa. Although it is likely that many did because of the decimation of the native population by the Europeans.

US Government provides a limited number of races for their birth and death certificates. The person completing a birth or death certificate selects a race from the Government list.
This ensures uniformity in the data bases.
