Software as a Service is something M$FT dreams about and have somewhat started with Microsoft Office 365 where you pay a monthly for for x seats.
They're not there yet with Windows. A "lease" requires the lessee (you) to pay a lessor (M$FT) a periodic payment, like 365.
I have heard vague rumors that the Windows version after 10 will require SAS payments.
that would be SaaS not SAS. SAS is a Statistical Analysis System and transmission is tricky over X.25.
