If that were true, then it could be that Harris has been known to be the veep tap for a long time. Not that she’s known it, or even Boe Jiden necessarily, but at a higher level. Thus, they haven’t announced her until they had to because they know she is not a popular person.

I just watched a YouTube video on Kamala's ancestry. Her great-grandmother was "Chrishy" Brown, a dry goods store owner, who was/is her father's role model. Either that or Ol' Willie's last name opened doors for her in Sacramento.
