The problem I guess is that if you read that carefully, you will see that there is a possibility that NO President will be elected since a majority of the States is required to make a choice. This is what the article says happens in that case:
“But we haven’t forgotten Nancy Pelosi. Sec.3 of the 20th Amendment also specifies that IF neither a President or Vice-President is elected IN TIME for the January 20th Inauguration, then the Speaker of the House becomes acting President until the incoming House selects a President or the Senate selects a Vice-President. This is according to the Presidential Succession Act of 1947. They must continue voting until they do.”
So Pelosi could become President if no one else is elected. But I guess your point is that she would not be “elected” President.
The Founders thought of everything. EVERYTHING.
The House elects the President from the top 3. But what if nobody wins?
The SENATE elects the VP from the top TWO. So, somebody has to win in the Senate.
If no President is elected by the House by January 20,2021 at noon, the VP chosen by the Senate becomes acting President until a President is elected in the House.
In no case does the Speaker of the House become President.
According to this it DOES NOT suggest what might happen if the Electoral College does not vote.
