Couldn't anyone (Dems specifically) scan and duplicate mailed out ballots, and vote multiple times?
Absentee ballots are applied for and have to have a valid signature to be counted (of course signatures can be copied or faked), but the registrar has a count of those sent out and to whom.
If more than 100% of absentee ballots are received, the the ballots are questionable.
If more than 100 percent of mailed out ballots are received the Dems won't question it. Evidence of this i precincts where there was more than a 100 percent turnout in previous elections, or where there was a 100% vote Democrat, with no Republican votes.

Here in Craighead County, Arkansas (Jonesboro), hubby and I vote by absentee ballot. You have to request it from the Craighead County Seretary’s office. They check via computer your name and address against their records. Then....you receive your absentee ballot. The return envelope has a number assigned to your name that is matched to a list they have of who received the ballots when returned.
Further, we have to enclose a copy of accepted identification along with the ballot (inner and outer envelopes). So, we send it a copy of our driver’s license and to back it up, copies of our voter registration cards (not needed, just a “belt and suspenders” kinda thing).
I think their system is great. I believe it’s Arkansas-wide. A voter ID state.
