Just because he “paid it back” doesn’t mean the crime didn’t occur. Many people (unconnected sorts) are forced to pay back the full price of corrupt gains along with fines as part of sentencing agreements.
Is something larger at play here? Madigan is in the Federal sights, Fat-ass’s records are being sought, other malfeasance is coming to center stage, just in time for the November elections and just in time to piss off a lot of Illinois voters as to the length and breadth of the corruption.

These “investigations” will drag on THROUGH the elections, the good citizens of Illinois will lose interest ....AGAIN, and the Sodom & Gomorrah that is Illinois will bleed on.
