Looks like it’s 500 km downstream from the 3 Gorges dam, so no, I wouldn’t think so.
In fact, there were stories last week about the 3 Gorges Dam running every flood gate they had wide open.

That failure today could very well have been a direct result of that release.
There are stories online indicating even more flooding upstream of 3 Gorges so this song isn't over by a bunch.
