Some mayors in Texas are asking Gov. Abbott for the ability to enact a second shutdown (this time, for 35 days). They cannot enact that mandate without Abbott's approval. One of the local media outlets (Houston) interviewed Abbott about their request :

"In the KPRC interview, Abbott said he received a letter from several mayors from the largest cities in Texas — including Adler — asking for “additional shutdown measures” and “the authority to completely shut down and lock down” their jurisdictions."

"Abbott told KPRC he found the local leaders’ request frustrating because there’s been “no action whatsoever to enforce the executive orders that are in place” to slow the spread of COVID-19. Additionally, Abbott said if the current rules are followed, the state won’t need to be shut down."

I doubt he's going to give them permission do shutdown their cities again, especially since they allowed the weeks of protests over St. Floyd without shutting those down. I hope he doesn't cave to them.

But, the people MUST be lockdown and voluntarily held hostage.
Otherwise, the “Mail Only Election” scam won’t work.
