things are not quite there yet, but I can visualize a line, a breaking point where regiments spontaneously come together and formulate a specific plan, to take it back.

Clearly these morons need a course in Constitutional law. Police powers are reserved to the states under the 10th Amendment. And each state constitution vests that power to individual counties, cities and towns. congress can no more defund my local police department than I can order it defunded. This is just pandering and nothing more.

Defunding the police keeps their constituents living in fear, which makes them easier to control. Not complicated, and works in many places all over the world.
