What is the term and law that prohibits the stopping of cars on the streets as the rioters do?
Every definition I find seems to be restricted to police actions and not civilians.

Depends on which state you live in. Blocking the road is most likely going to fit under a misdemeanor, like causing a public nuisance or disorderly conduct.
If they actually surround your vehicle and restrict you from being able to move, I’d say that is false arrest or kidnapping, but I’m not a lawyer, nor did I stay in a Holiday Inn Express last night.
The law doesnt matter when power politics and ideology control government.

Well, frankly, that’s a judgment for the jury to make in each specific case. If you can convince a jury that they would have felt their lives were threatened if they were in that situation, you walk. If you can’t, you’re screwed.
They could be used for speed cameras and also for running over stupid people who think they have the right to protest on major roads and highways.

The City of Detroit police SUV surrounded by chanting and spitting BLM types recently resulted in 1) the back window being broken and then 2) police warning several times and then moving ahead. Thus two of the delicate rioters were injured in front as they refused to get out of the way.
Police Chief Craig (an African American) said “Our officers responded correctly. I ask you what you would do if you and your family were trapped in your vehicle with hostile people breaking your window? You should speed away if you can.”
Police Chief Craig much earlier said he believes people should buy guns and get training in self defense with them as police will not always be there in time.
God bless him for those statement.

At all points, no. Also there is a natural law to think of as well.
My natural right to roam our earth, or the privilege granted to us by our treacherous government to do so on a paved surface in a vehicle that I pay for?
We need to pull the context away from thr viewpoint that we “are allowed” to do things. We are not “allowed” to do things. The constitution does not “allow” us. We are the masters here.
Any talk of “allow” should only be directed at government. The constitution allows them things, and tells them how to do those things. Nothing is designed to tell us, the citizens, what we can or cannot do.
Thus thr real answer is that if someone is blocking your path with the intent to harm you, they are in the wrong and you have a natural right to travel and defend yourself against attackers. The legal answer is different.

No, they can’t stop cars. The driver can be held liable, but there are ways around it. First, a dashcam is a must. Second, if a reasonable person in your situation would be concerned they would be the next Reginald Denny, floor it. You’ll be fine, legally - at least in most states.
Also, people have a really hard time stepping in front of a car that they believe is not going to stop. Honking your horn, reving your engine, getting your tires to bark, all while not stopping, tend to cause people to instinctively get out of the way.
High speed does that too.
