The solution is noted in post #20 in this thread. All of your suggestions had been tried, and none of them corrected my specific situation.
I've installed/uninstalled/disabled/enabled more Windows items in the 5 months prior to finding the solution than I ever did with Windows 7 or even Windows XP.
This was a stubborn problem to isolated, and it was one foisted on this PC by Dell, and the problem existed before I even attempted to add my own applications to this PC.

You specifically said it was a third-party piece of software and/or a driver installed by Dell. That was exactly what I said in my original post. Either way, glad it’s fixed.

I have not allowed any Windows 10 updates past 1903. Too problems with the updates/upgrades from 1909 to 2003.

you are a bloviator. I'm paid to be one, yes. I sit in front of executives to tell them why and how they were compromised. You're welcome to your opinion. I spotted my error and corrected it. There was a lot of back and forth in the post. Take it for what you will.
