If they say: “God spoke to me and this is His message”, then yes it is adding to scripture.

If they open a Bible and say: “this is what the Bible says”, then it is not adding to scripture. If they say: “God spoke to me and this is His message”, then yes it is adding to scripture. Only in the case of binding public revelation, which includes asserting that God did some specific thing that is not recorded in Scripture, as in the case of Catholic Tradition. However, private revelation, such as saying "God spoke to my heart to go down this street," is not adding to the word of God. Most every pastor becomes Pentecostal in exhorting people to donate money if God leads them.
