The only way that works is segregation. Segregation in the facility, staff, food, and nursing staff is the only way this works.
The morons just dropped them into the population, without segregating everything.
Yes...the states were stupid, but the administrators are criminally negligent and just plain stupid.
Some states and counties devoted their facilities to “covid-19 only” patients, thereby segregating them. But that didn’t serve deep state goals. :(
