Extending your analogy, the key difference is that the Czar was not a Bolshevik while the Mayor and the Governor are down with the revolution. The only reason they would hope it goes away are (1) it’s a cluster-f____ and (2) because it’s a cluser-f____ it makes the revolution look bad. In other words, it’s politically inconvenient: too much too soon.
