Something really fishy about that backstory: a "Marine Corps basketball training session"? I had 27 years in the Marines and never heard of anything like that. As the slogan goes, "No enemy soldier has ever been killed by a golf ball, a basketball, a baseball, or a football: that has always been the job of the trained rifleman".

Fishy part 2: If a service member is injured requiring hospitalization over 24 hours, a Line of Duty/Misconduct Investigation is assigned to determine if the government is responsible for the injury and any follow-on disabilities. In 99% of those cases, the government is responsible.

If I had to guess, she wanted the government to pay for some nutcase doctor to fix her injuries and the government said no. So she got the work done anyway and it made things worse. Then she goes back to the government to fix her now-worse condition, and they say ‘sorry, you should have listened to us’.

...but just a guess.
