Once upon a time people like her were put in a place where they could receive therapy, be fed and have a safe place to sleep.

Thanks to the courts they roam the streets and suffer all sorts of dehumanizing treatment and spiral out of control.

When I was in college, a popular book on the left was "The Politics of Experience," by R.D. Laing. He argued that the idea of "sanity" is a social construct, and that people we regard as "mentally ill" are actually just people with a "non-conforming" take on reality, and that efforts to institutionalize these people are a form of political repression.

The ACLU adopted a position something like that, and Democratic politicians picked up on it. Thousands of crazy people were "liberated" and put out on the streets. All to often, these people become a menace to themselves or others, the police are called in, and the results are not pretty.
