If there is a problem with ATT it may be infrastructure or it could be something like a companywide software problem or an IT attack.

Most phones and cell carriers have an option to make phone calls through your LAN. I have Verizon as my cell carrier but can still make phone calls through my non-Verizon ISP.

Once your cell call hits the tower it is VOIP anyway. The major carriers have been digitizing calls and stuffing the packets into holes in the IP data stream for well over 20 years.

Relative to almost everything else the data rate for a voice call is very, VERY low.
