I’m not sure how the NYT turns “I should not have been there...” into an apology, but I guess with editorial license, any statement can be twisted and misconstrued to suit a purpose.

He does not apologize, actually; he just says “I should not have been there”. And his reason is that it created a certain perception about the military’s involvement in dealing with the rioters.
Hoping this is just some sort of feint by the Trump team.
