Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress:

The state needs to change how the electors are chosen so that it is done more lie the electoral college, chosen by county, not popular vote.

I don't think so.

First of all trips don't lie (777). And doesn't the Constitution determine Number of Senators and Representatives? That requirement for the states would have to be changed, whereas the number of reps (based on census) is separated fro the number of electoral votes.
