otoh, I can see withdrawing boots because the rioters wanted a confrontation. So that was removed. OTOH, they should have followed up no boots with air support - like the Forestry supertankers full of fish guts and other nasty sticky stuff that could be dumped on the rioters and put out the fires in one go. They want to let blood? Give it to them in spades. From overhead.
