Can milk be used to mitigate the effects of pepper spray? I saw one pic of someone pouring milk on someone’s face and eyes. If the answer is yes, then these people knew that they would be sprayed and came prepared.

The milk is not for drinking; it is for dousing the eyes after tear gas.

While you may be right..perhaps the reason milk is among the Antifa supplies, is that IF anyone gets tear gassed, people would simply pour milk into their eyes to relieve the pain. Milk may be an essential in this instance.
