That’s a very good point! It’s something to be considered here.
The whole thing is really a gray area. At what point does a citizen grab a gun and give chase? If the actor littered? I’d say most certainly not. If the actor just murdered your neighbor? I’d say most certainly.
I enjoy poker. So here’s a poker analogy. Some hands are worth risking it all. But not every hand. Shotgun guy risked it all on a hand not worth winning. Too small a pot.
