My thoughts are, the plan was to wait for some event to expose the loss of documents (China 187’d a bunch of agents?).
Finger Snowden and give every overseas agent a reason to kill Snowden.
He realized he had a CIA “contract” on him and skipped to Russia.
US/Russia agreement regarding “wetworks” is real, known for some time.
