The NFL is considering improving draft picks for teams that hire minority candidates as head coaches or general managers, sources confirmed to ESPN.
Under the proposal, aimed at fixing diversity problems leaguewide, a team could improve its third-round draft selection by up to 16 picks -- going up 10 spots for hiring a minority candidate as general manager or an equivalent-level position and six spots for hiring a minority head coach.
NFL.com first reported on the proposal, which was submitted by the league's diversity committee and is expected to be addressed during Tuesday's virtual meeting with team owners, a league source confirmed. The proposal would need 24 of 32 votes in favor to pass.
Under this plan, a team could move up five spots in the fourth round if a minority head coach or general manager successfully entered the third year on the job, according to the report. Retaining a minority quarterbacks coach after one year would net a fourth-round compensatory pick, a nod to the importance of quarterback expertise to the head-coaching pipeline, according to the report.

What if it's a white quarterback throwing to a black receiver? Does he only have to get inside the 5 to score? Or vice versa (even though we know white receivers are discriminated against). Good grief. Why doesn’t the NFL just award seven points at the beginning of each game to a team with a minority head coach, fourteen points if it has a minority QB, and 35 points if the head coach is a woman.

Three of the best five Black head coaches got hired BEFORE the “Rooney Rule.”
Art Shell (Raiders), Dennis Green (Vikings), and Tony Dungy (Colts + Peyton Manning). Shell and Green messed up their W/L percentage by returning years after retirement to coach again.
Mike Tomlin (Steelers) has been my favorite Black head coach since 2007.
Marvin Lewis (Bengals) had six excellent seasons from 2009-2015. But, he was 0-7 in the playoffs, and his last three seasons clearly forced his retirement.
So - 23 Black coaches in the last 40 years, and five of them were clearly above average. About 22%.
I will speculate that the percentage for above average white coaches is roughly the same or higher.
Agreed. One more thing... teams may be shy about hiring a black head coach because they don't want to face charges of racism when he is inevitably fired.
i’m concerned that the next rule change may be to encourage drafting left-handed players.
Unsportsmanlike conduct penalties could be:
-5 yards for lefty on righty
10 yards for lefty on lefty
15 yards for righty on righty
30 yards for righty on lefty
