Having looked into the Voting Rights Act and the culture surrounding it
Menards has discriminatory accommodation practices equal to a “Birmingham Lunch Counter” of the 1940s.
They disallow certain people access to their service simple by a visual assessment.
They use the Emergency Orders as a defacto Jim Crowe order to turn away anyone who id not wearing a “mask”.
This type of active discrimination was found unconstitutional under the 1964 Civil Rights Act and the laws were struck down.
Businesses that continued such practices in disregard were heavily fined or closed.
