It was basically amended on top of this bill:
Introduced in House (01/24/2019)
Middle Class Health Benefits Tax Repeal Act of 2019
This bill repeals the excise tax on employer-sponsored health care coverage for which there is an excess benefit (high-cost plans). The repeal applies to taxable years beginning after December 31, 2019.

The bill was introduced on an unrelated matter, but on March 25, 2020, the Senate replaced its text in whole with the stimulus bill.

Senate Republicans did what Senate Democrats did to get Obamacare - they took an existing House revenue bill and amended it to gut its original content but still call it a House-originated revenue bill.

The House bill original text was totally unrelated. The Senate used this house-passed bill as a form only vehicle, and put in entirely new language in March 2020.

Congress never introduces new stuff. Its all built upon existing legislation.
You guys need to lighten up on the conspiracy stuff. They are mostly stupid...not evil.

The Constitution requires all appropriations bills to be introduced in the House, not the Senate. Therefore, when the Senate is in a hurry, they may strip out the language of some other bill that passed the House but is languishing in committee in the Senate, and replace it with their own bill. Then it will go to a joint conference committee for final amendments, and thence to a final vote in both houses.
