Would McMasters be considered a ‘staffer’? He was NSA (replaced Flynn) therefore he would have been a Cabinet member. He took the position in February 2017.
Coates was confirmed as DNI March 15, 2017. So I suppose it could have been McMasters if we consider that position a ‘staffer’. Maybe I need to expand my thinking a little bit more? I was not including Cabinet members as ‘staffers’.

Ha. I have no idea who would be considered a “staffer”. It may depend on who was calling him that. People tend to use words to mean what they want them to mean, or to obscure things deliberately.
