Concrete is made from water, aggregate (rock, sand, or gravel) and Portland cement.
A cement is a binder, a substance used for construction that sets, hardens, and adheres to other materials to bind them together. Cement is seldom used on its own, but rather to bind sand and gravel (aggregate) together. Cement mixed with fine aggregate produces mortar for masonry, or with sand and gravel, produces concrete. There isn't any need for urine since the materials needed to make concrete are so SIMPLE and plentiful.
Besides, NASA decided LONG ago that the moon is a waste of time for people.
And what's to spy on? No one on this planet can BURP without the eyes/ears in the sky knowing who did it, when and how loudly.
