Apparently it is like “inflammable”. Chuffed can mean “pleased” and also “displeased”.

Chuffed means pleased, excited, delighted. Americans might say stoked or pumped.

I asked my British friend what "chuffed" meant. It means happy.
The expression is "chuffed to bits." It translates into "I'm really glad" or "I'm really happy."
