It's dated 2017, and I'm not familiar with the source, so who knows if it's true. As to answering your question, it's just like the same way your Congresscritter does it.

An rep. elected for the state of Mo. for example is considered a resident of the state, even though they may live in DC and only “visit” the state a few times while campaigning.

So she kept her official residence as somewhere off CONUS. Immigration is not an issue, because she is a NBC. It's her spouse who was rumored to be “not natural” born citizen.

Thanks. I'm only addressing the points in the article - true or not.

The article says immigration is an issue.

"As a child, Michelle Obama’s legal residence was in the British Virgin Islands. Her parents kept it that way so she would be eligible for immigrant status and special consideration for schooling."

And I understand about Congresscritters.
And that explanation is not quite the same situation.

From the article:
After college, in order to avoid paying taxes, she kept an address in the Cayman Islands from which she filed all of her tax returns. Therefore, none of the years between the time she graduated and the time she became First Lady count either.

which makes the above statement a flat out lie.

According to the IRS:

"If you are a U.S. citizen or resident alien, the rules for filing income, estate, and gift tax returns and paying estimated tax are generally the same whether you are in the United States or abroad. Your worldwide income is subject to U.S. income tax, regardless of where you reside."

IRS Substantial Presence Test
"You will be considered a U.S. resident by the IRS if either: You were present in the United States for 183 days or more during the current calendar year, or..."

I'm going to take a chance that we can put this to bed as nutso.
