The best outcome from the coronavirus would be to shut the doors of the CDC, FDA, and NIH, forever.
Everything they do could better be done at the state and local levels, except for data collection and modeling which they've sorely failed at. Data collection would better be collected by some independent government IT arm with no political axe to grind - modeling as well.
The CDC was too busy preparing for Climate Change, than for real Pandemics.
