Not what you are asking about, but there was a cool Mission Impossible episode where they tricked guys in a bomb shelter that a blast had occurred.
During the 60’s, fallout shelters were a common plot device.
Imo, this is playing out more like a War of The Worlds radio show gone big.

I remember one of the TV Series did something like that Outer Limits or Twilight Zone and it was in that a nuclear disaster that they built a giant dome over the contamination site - his wife and children left him in the bunker as he refused to leave and he was trapped inside the sealed dome surrounded by wreckage
